The "precautionary principle" is an important principle of law that lawyers have discussed in recent decades, and it has influenced domestic and international laws as well as judicial approaches in some countries. The need to protect the environment and human life has caused wise men to seek ways to avoid risks that may result from the fearless actions of modern man. This concern has grown with the emergence of certain fields of science, industry, medicine, food, and agriculture that have astonished and fascinated everyone with their results. Scientists, observing the unrestrained impact of these developments on the environment and human life, have become apprehensive. The precautionary principle serves as an important control over unsafe actions that may pose serious threats to life on earth. Therefore, the need for risk prevention is not confined to certain risks that entail specific losses. It is said that even when it is not scientifically or technically certain that an action will cause harm, according to the precautionary principle, if the potential damage resulting from that action could be severe and irreparable, appropriate measures should be taken to prevent it. Thus, gradually, we observe a fundamental change in the scope of civil responsibility, where "preventive responsibility" is replacing "compensatory responsibility."
