The right to health is one of the vital concepts of development which, along with other human rights, is underpinned by development. Health, however, depends on many continuous prerequisites and is always at risk of harm. This issue itself requires the prevention or reduction of threatening factors. On the other hand, it is necessary to restore health after exposure to risk factors and to ensure the availability of facilities and medical care in this regard. In addition, the promotion of public and private health rights in societies is one of the foundations for the improvement of a developed community. Development is also a basic principle of health promotion, and the presence of governments in this process is essential to guarantee access to financial services for individual and public health, ensure justice in creating good health conditions for people, and prevent individuals from falling into poverty due to health costs. Therefore, in this research, which investigates the right to health and its relation to the development process, we intend to answer the question of what measures governments take to establish health rights that are underpinned by development, and whether the performance of the Islamic Republic of Iran has been successful in achieving this human right. The results of the research indicate the positive performance of the Islamic Republic of Iran with respect to the public and private health rights of individuals.
